Firts of all, hi everybody.

I changed hybserv to anope. It's almost great. There's only one thing
I can't handle. *After restart* anope deops everyone on registered channels
even if there are no secure[1] flags set on it. Hybserv in this case is more
friendly to people. Shouldn't SECURE works like in hybserv? Have you noticed
such effects on your networks?
