Message logging

[Sargeth the Red]

My network's ircd is based on ircu 2.10 and I think that function is in
there somewhere (from make config):

* Never define this on a production server:
MSGLOG_ENABLED      : Enable message logging [N/y/?]

Not sure about more recent versions though.
