Closing hybrid to a single channle

Just a sort heads up, I recently created such a patch for a friend of mine 
that only let's the users join previously defined channels. Topic also get's
automatically set upon create from the config files.. The patch is for 
ircd-hybrid-6.4.2 if anyone wants to test it.. It will reside in the contrib 
dir of 6.4.3 when it's released
