Remote unkline problem

They all run 7.0.3, apart from 2 leaf servers, which are patched to support remote
unkline.

Put it this way, if I issue "unkline user at host on *" from the hub, every leaf
removes the kline, if it issue it from a leaf, only the hub removes it.
