Debian Hybrid logs

Now, a follow-up question please.

Where do I use this statement?

logging { userlog = "..."; operlog = "..."; foperlog = "..."; };

Should I put it in a config file somewhere or in a source file? I am using a 
Debian package that I did not compile myself. If need be, I can attempt to 
compile from source.
