The issue is just with the remote klines.  OperServ2 was intended to run on
IRCNN and was re-done to run with Ratbox.  Since the original developer
kllrloop has been in the hospital, they have given up on coding it more.  I
could just tell Stacy to fix it for me, lol. =/

Stacy one of the developers of the OperServ2 package, if your talking about 
the one i think you are, said that the OperServ2 code is depended on shared 
{ } blocks for it on each of the servers and that should solve the problem.
