hostmask.c uses IsPassIdentd so that flag is used and CONF_FLAGS_PASS_IDENTD can't be removed.

This is an (insignificant) bug, but it should still be fixed at some point...

s_conf.h currently has a flag that is never used throughout the rest
of ircd. This flag is CONF_FLAGS_PASS_IDENTD, with a helper macro,
IsPassIdentd; neither of which are in use. I don't know if this has
been fixed for the latest snapshot, however...
