I think what he's trying to ask if is one ircd fills up, can they be
told to reconnect to the second ircd. Kinda like load balancing. I don't
think it can be done, the ircd will just say "Server is full"

(luckily for us i'm sort of skilled at understanding almost complete
gibberish.)
