Hi there -- I'm the maintainer of this.

I'm working on replacing it with a wiki.  It won't be long.  People
should be able to submit their own patches and keep this more current.

Please, bear with me, I need a couple of weeks to complete my current
hurricane-related volunteer efforts, and I can return my attentions to
ircd-related stuff.
