Hi,

+C is an 'extended' connection notice mode which is designed to be parsed 
by scripts. It is used by EFnet's dronemon, and contains some additional 
features such as the two (now unused) fields passed to the USER command 
during initial client handshake. The information is useful for detecting 
drones as they usually put worthless junk in those fields while clients 
put more legitimate information there.
