Typo in INSTALL

Did you notice that the comment test above in the example.conf discusses 
failed /oper logs also?

	 * logfiles: the logfiles to use for user connects, /oper uses,
	 * and failed /oper.  These files must exist for logging to be used.
	 */



This would lead one to believe that fname_foperlog = "logs/foperlog" 
might be a valid setting.
