topic fix/change?

Greetings fellow Hybrid'ers. I've asked this question of a few and have recieved several different answers, so maybe someone on the list can be more definitive.

I'm trying to find/edit/compile the ircD to show only the nickname in the topic.

ie..
> [050908(09:39p)] * Topic is 'topic test'
> [050908(09:39p)] * Set by msd!msd at staff.irc.us.com on Fri May 09 20:39:06
to
>[050908(09:39p)] * Topic is 'topic test'
>[050908(09:39p)] * Set by msd on Fri May 09 20:39:06

I know it can be done, but what has to be edited, compiled or made to make the changes, i am unaware. i've tried the suggestions of the select few i have brought this upto.. but even after a complete rebuild. no effect. any help would be appreciated!
