[hybrid] encap remote klines

As some may be aware, a while back I wrote a patch for hyb7.2.3 to accept
encap remote klines from ratbox3 servers. It was brought to my attention
(thanks cbongo) that I was not fastidious in removing the debug logging from
the diff file I created, which would cause the server to crash when
target_server was null. So if you have previously applied the patch, you'll
want to remove the calls to ilog() that I created.

I'm too lazy to recreate the diff file at the moment, so I just commented
out the ilog() calls.
