[hybrid] a question about /oper command

when i input the command  /oper  bkops    123456  the output is

and  input command   /whois zhangxh_
the output is

zhangxh_ (IRC Operator)

but  after this  message  i  input /mode #zxh1336 +o koukou_chou
it is error message  by fllowing
