[hybrid] configuration services-ircd

good afternoon,

I wonder how can I configure my ircd-hybrid + athema-services
I have a project in my university on IRC, and we would like to put into
activity these two modules. And also I will be developing a web interface
for the same.

the ircd-hybrid is already in operation only need to install the services
of the IRC.
