[hybrid] Request in Debian BTS to drop +t by default

Hi,

We received a request (and patch) in the Debian BTS to drop +t by
default:

I'm not particularly convinced by the reasoning; after all there's
plenty else you can't do in a channel with no ops, and that's an
inherent limitation which needs services to solve. My inclination is
to mark this wontfix, but I thought I'd see whether anyone has any
additional thoughts.
