[hybrid] special use case

Hi Hybrid Team,

I have a special use case for ircd-hybrid.

I would like to use ircd-hybrid for a small irc network, but I would like
to disable private messages...

Users can talk in channels, but normal users shouldn't be able to private
messages to each other.

Is this possible? Can I configure this in ircd.conf? or do I have to modify
the code and patch it?
