Host masking/Cloaking

well i have at any one time 5000-7000 users on my network.. and one spoofed
address isnt good enough for channel bans... they change nicks and come
right back in.

And im not much of a coder :( but someone on this list might be able to fix
it up or have a newer more up to date code.
