anonops in ircd.conf

If its 7.0.3 add the line:
ConfigChannel.use_anonops = YES;
in src/s_conf.c at line 1438 (after the line ConfigChannel.max_bans = 25; )
Might not be the best way to fix it, but it works.
Note: You cant disable it in config after u add that line, u'll need
to remove the line again.
