IP/hostname cloaking for ircd-hybrid-7.1.0

Fellow Community:

I have written an updated patch based off the occn patchset that does full
IP/hostname cloaking for ircd-hybrid-7.1. This simple little patch will
allow users to cloak their IP/hostname utilizing a CRC32 table and a
polymorph to protect their real host. All the user has to do in order to
activate it is the following:

/MODE nickname +h

If the user for whatever reason chooses to want to turn it off they can do
so by:

/MODE nickname -h

Please note that this patch is not supported by the official ircd-hybrid
team as it's a contributation to the source. If you have any questions

It should also be noted that this patch *will not* work on CVS branches or
versions under 7.1.0. There also might be some *slight* increase in memory
and cpu if you run this on a large network with a large number of users.
