A few dumb questions

Pardon my stupidity here,

I have been asked to setup a small isolated test network with several
services including chat. Since I have never used chat, I looked around
and found that ircd-hybrid was not to complex to set up and the (built-
in) x-chat client was pretty easy to understand as well.

my question has to do with the channels of a chat server. I assume there
is a way to define channels at the server and make it so the user cannot
create new ones but has to join an existing one, but i cant seem to find
this.
