A few dumb questions

To my knowledge, there is no such functionality currently present in
ircd-hybrid. You can, I suppose, easily modify the m_join module to
allow only IRC operators to create new channels, which will accomplish
what you're looking for. It's not the design of IRC as a protocol to
have a set of statically defined channels.

If you need assistance rewriting said module, feel free to e-mail me
about it, it shouldn't be too much work to do.
