ircd-hybrid-7-bg (http://sourceforge.net/projects/hybrid7-bg) has, among
other exotic features, the ability to cloak user hostnames with a hash;
however, I haven't updated it since almost two years ago, so you might
want to login into project's CVS and extract what you need
