patch "remove expiretime from public kline reasons", try two

Heya,
another try if I can send this patch...
Basically, it adds a config option that disables putting
"Temporary K-Line ... min." into user-visible kline reasons.

I thought some networks might not want the users to know exactly
when their kline expires.
