Problem with command Gline et Kline

Hello,
 
I can't gline and kline because I this message when try :
 
Remoteban Insufficient oper privs. - gline Insufficient oper privs.

In ircd.conf I have all flags : "flags = global_kill, remote, remoteban,
kline, unkline, gline, xline,
  Die, rehash, nick_changes, admin, operwall;"

How is it made that I cannot do that ?
